Monitor screen has shrunk...

I have two Apple RGB monitors with the same problem -- the picture has
shrunk about 1/2 an inch. At the top of the screen there is a black line,
and if I try to adjust the picture, it just sort of folds over at the black
line. 

My neighbor is a VCR repairman. He said he could fix the monitor if I can
get a schematic diagram for him, but he didn't think that would be
something Apple would make available. Is he right? If not, where can
I get that diagram?

On the other hand, if you can point him toward the likely problem within
the video circuit, that would help also.
