IIgs/VOC as a TV set?



Hello,
I am contemplating the purchase of an Apple II Video Overlay Card, but
before I fork over any money, I was hoping that someone who has one of
these thing would be willing to answer a couple of questions.  

I understand that the VOC allows TV or video images to be displayed on the
IIgs monitor, but do the images actually play real time?  

I was also wondering how good the picture quality is, for example, would it
be worth trying to watch a TV show on my IIgs? 

Basically, I am hoping to use the IIgs as a combination TV/computer to save
space in a crowded dorm room.

Someone please tell me if I am wasting my money on this, I hate to buy it
only to find that it won't do what I want. Assuming it will do what I want,
what slot(s) can the card go in?  This is rather important as I seem to be
running out of slots these days.  :-(
