Not necessarily. Many (all?) sites have contrib-directories (probably
something like /usr/local/contrib), into which people can install stuff, so
that everybody can use it. If you can't find it, ask around in a local
unix-related newsgroup, or ask root@yoursite.

The final moral: in addition to apple groups, if one wants to reap the
benefit of the .net, one really should read net-related newsgroups, and
following local unix-related newsgroups, if such exist, is probably a
good idea, too.
