Why don't you try useing the Hayes Smartmodem V9600 setting?
Can the Super Serial Card be set fro 19200 BPS? If so, use that setting
instead of 9600 for your modem.
[of course if you are calling a modem that is only capable of 2400 bps or is
HST then you are SOL]
