Probably "8/16-Central" (disk-zine), not 8/16 (its magazine
predecessor, published by Ariel Publishing).

Anyway, neither "8/16" nor "8/16-Central" is public domain.  You can
buy full sets of back issues of "8/16-Central" from Resource Central,
or you can download it from GEnie.  It cannot be uploaded anywhere
else or distributed any further without permission from Resource
Central.
