  it's one ruler per TE control.  you could theoretically have as many TE
controls in one window as you want.  but to generate a new one for each
return, and then delete one when a return is deleted, would be horrendous
overhead.  plus the controls would have to be resized as well.  i for one
would not like to do the programming for such a beast.
  it would be much easier if TE is updated.  heck, some of the data
structures in TE already support new stuff, like multiple rulers, 
horizontal scrolling, but the code support is not there.
