Apple Pascal 1.2 and earlier may only be booted from a 5.25" drive in
slot 6 (unless they are patched). They only support 5.25" drives, and
only in slots 4, 5 and 6.
Apple Pascal 1.3 can be booted from a 3.5" drive (or other drive with
a ProDOS block drive) in slots 4, 5 or 6, or from a 5.25" drive (not
sure if it will boot in slots 4 or 5 - I've never tried it). It still
only supports disk devices (now including ProDOS block devices) in
slots 4, 5 and 6.
The Apple Pascal Runtime version included with Wizardry is almost
certainly Pascal 1.1 (or maybe 1.2).
