Unchecking the enable programmer CDA's check box in the setstart control panel
works on my ROM 3.

I think you're thinking of the pins labeled S1 on the logic board. If you put
a jumper on these pins, the control panel vanishes from the DA menu. This was
intended to tamper-proof machine used in schools.
