I have never seen a IIgs which says ROM 03 including when they hit the dealers
when they first came out.

My ROM 3 has the same part number on the Ensoniq as my ROM 01, 343-0051-A,

On the contrary ROM 3's display more names than a ROM 01 and even plays a
digitized sound of the designers yelling "Apple II!"

I expect that the ROM 03 thing is a myth like the supposed ROM 2 machine.
I have heard of some ROM 3's having a defect such that the bit in PRAM that
causes the ROM CDA's to be installed can't be cleared. Never seen such a
machine myself.
