En/Decoding BinHex 4.0 on an Apple //

Are there any programs available for an APPLE //e, //c or IIGS that can
decode and/or encode BinHex 4.0 postings.

I am in desperate need on a decoder in particular, but would also like an
encoder.  If it only runs on a GS, so be it (I have one) but it would be
better if it can run on a //c and //e as well.

If none currently exist, perhaps it can be incorporated into the up and
coming BinSCII II as an option?
