Matthew,
 
To decode a uuencoded file you need the proper program.  One program
is UUencode/decode v1.1 by Andy Tefft.  This is a system file (I just
click on the name from the finder and all is well), not a shell
utility.  According to the help file it is freeware.  I found it on
one of the major Apple FTP sites but I can not remember where.  It is
fairly small and I could email it to you in binscii.
