Yes, ADTPro will transfer disk images back and forth from PC to 2e.

I find it easiest to work on an Apple 2e emulator on my pc  see
http://applewin.berlios.de/. (AppleWin)

Finally, this is a fantastic utility for moving files between disk
images and to and from PC land http://sourceforge.net/projects/ciderpress/.

In addition, AppleWIn emulates a z80-softcard so you can run CP/M
software too on the PC.

Bootstrapping a 2e is easy with a super-serial card and serial cable.
You first transfer parts of a "dos" disk or a pro-dos disk and create
a boot disk. Then you can boot the OS on the 2e and transfer disk
images.

Lastly some regulars here do cross development for the Apple 2 on a PC
system. There are several versions of 'C' hosted on MS-DOS/WIndows
that will produce files for the Apple 2 (or Commodore 64 or other
targets). Cross assembling to 65xx code is also possible on the PC.

I like developing on an emulator. AppleWIn gives me ~120 MHz processor
speed, easy import / export of files, almost unlimited floppy disk
storage and 32 MB  Prodos 8 hard disks.
