I can't say for certain what you've got, but it's probably one of two items:
(1) a desktop-like program launcher called "MouseDesk", which is a commercial
program that's been long out-of-production, or (2) a file found in the Apple
MouseText Toolkit, a developmental 8-bit desktop/MouseText designer that never
got beyond the beta release.

In either case, and seeing that there's a copyright on the product, whatever
it is, I doubt that it's public domain now. Can you provide any further
details on this desktop, such as the contents of the menus, or what it
actually can perform?
