waveLAB will do that for you. I uploaded the initial version to
comp.binaries.apple2 and cco.caltech.edu last spring. 

I had hoped to have a better version ready by September. Over the
summer my interests turned to MIDI files, and I focused on writing
MIDI Surgeon and translating MIDI files to MIDI Synth. Now that the
issue of GS+ containing MIDI Surgeon has been distributed, and I'm
just about out of untranslated MIDI files, I might get back to
waveLAB...
