Giving a hoot or not is irrelevant.  It's very easy for a lawyer to
say, "no."  If they say "yes" in an official capacity, it means more
work for them.

Exactly my experience. No attorney ever got their employer into an IP rights hassle by saying "no" to loosening controls. It's the default answer, along with the famous "..it depends..".
