No, that's not correct.  There was an aftermarket all-Prodos ROM chip
available for Siders.  An acquaintance of mine developed it, and it
received very good press from the Apple II mags at the time.  I am having
a hard time finding out if (or where) the chips are still available.
 
I have two Siders, and both of them have the all-ProDOS ROM chip installed.
