No.  For a 40MB drive that has never crashed, $75 is too high (unless that
includes an external case and power supply).  The fact that it has been repaired
and the seller does not feel good about the drive after the repair means the
seller should be willing to take a major loss on selling the drive "to get
something out of it."  If it is a bare drive, I would not offer more than$20 
for it.

I would not buy a used drive (or any drive, really) until I had a SCSI card.
Most folks will give a 30-90 day Dead-On-Arrival guarantee.  Extending the DOA
window usually means paying the seller more.  On the other hand, you could try to
negotiate the guarantee period to start when you receive your SCSI card...
