Apple without DOS- help!

I have recently acquired a Franklin 1200 with 2 disk drives and
no software whatsoever.  The machine has at least one modem attached,
but without a DOS to boot from, I don't know how I can get started.
Any ideas?  I also have an IBM system, which I know can write Atari
8-bit format 5 1/4" disks- might that be of some help.
 
Any assistance at all would be greatly appreciated, as I really would
like to get started in the Apple 8-bit world. Thanks.
