I don't think there is a single utility to do that, but you can use
GUIMaster 2.0 to customize the default desktop palette. It also lets
you change the colours of most window controls, alert box outlines, etc.
The drawback is a slight incompatibility with Hypercard GS and older
versions of Hyperstudio 3.1. My desktop has been set to an undithered
greyscale palette. It makes for extremely sharp desktop images. I've
even modified my icons to greyscale, achieving an excellent 3-D effect.
