SCSI HD will not format with ProDOS

A member of our user group has bought a 2nd hand 80 Meg Quantum ProDrive, and
is trying to run it on his IIgs from an Apple HS SCSI Card.
 
The drive is not in a case, since it lived inside a Mac in its former life, but
this guy has had a ribbon cable and a power supply made for it by a reliable
electronics tech.
 
The problem is this (and I have tried the drive on my IIgs as well as his):
GS/OS System 6.0.1 will not format the drive under ProDOS, but forces us to use
the HFS format. Software we have tried:
 
- Advanced Disk Utilities
The disk seems to initialize using the ProDOS option, and we can create
partitions, but when we exit the progam back to the Finder we strike trouble. A
dialog appears, telling us that the Finder cannot recognize the device
(expected) called "APPLESCSI.HD01.00" (unexpected). When we click on the
"Initialize" button and select the ProDOS, 32 Meg option there is a delay of
about 20 seconds after which the same dialog reappears. The only way out of
this is to select the HFS, 32 Meg option. The partition then initializes and
the partition icon appears on the desktop.
Exactly the same thing happens for the 2nd partition, except that the device is
called "APPLESCSI.HD01.01". Once they are formatted the HFS partitions seem to
work just fine, but thay can only be used for storing data and program files
for GS/OS. System 6.0.1 is still pretty crippled since we cannot boot from a
ProDOS partition.
 
- Apple SCSI Utilities (8 bit)
Again, everything seems to work OK. The program recognizes that there is a hard
disk online, but claims it is unformatted (expected, since it is a ProDOS 8
program). It will allow a low level format, and the creation of two ProDOS
partitions, but any attempt to verify the disk results in an endless list of
bad blocks. The ProDOS 2.0.3 program selector recognizes the Partition Names,
but any attempt to format or catalog them wipes them out (I just tried typing
"CAT" from Basic).
 
Ths disk was sold to this guy has having an "Apple ROM" installed. Our very
uninformed guess is that this might be some sort of ROM which makes it
recognize only the HFS System. Is this likely? Since the drive DOES work,
albeit only with HFS, I can only assume that the cabling is OK.
 
There is a white socketed chip in the middle of the drive's motherboard
