I noticed a reference to a b2 program.  I missed the msg talking about this,
but the Binary II step - for processing comp.binaries files at least - 
would best be added to sciibin since the BINSCII already has all the
info that one needs to create the binary ii wrapper.  If you extract
first, you depend on the user to figure it out somehow.

On the other hand, after the code is written, taking that code and making
an external b2 program would be useful for those folks contributing 
files directly to the archive.
