ProSel-16, Deliverence and Universe Master (?) all have block editors. There are
certainly some more programs, but I can't remember them now. IMHO, the one
included in ProSel-16 is the best choice, because it has the most features.
You can follow the (relative) blocks of a file. If it's a forked file you will be
asked if you want to follow the data fork or the resource fork...
