UN: IIGS TO PC

I downloaded a program called MACSEE which allows a PC to read and HFS 
MAC DISK  and read files on it.  I wanted to use it to transfer files 
from my IIGS to the PC.  The Apple IIGS can also read and write to the 
HFS disk.  But the program only works with 3.5 HD HFS and my IIGS is not
equiped with correct hardware for this. (I require a special card and an
Apple SuperDrive.)  Does anyone know of a program that will accomplish 
the same function with 800k PRODOS disks?  If I could read and write to 
those using my PC I would solve a number of transfer problems.
IMHO the MACSEE program which if one wants a full working copy costs 
$80.00 US is rather redundent since a MAC using Apple file exchange can 
read, write and Format
