Video Overlay Card

I am not able to successfully run the Apple video overlay card in a ROM 3
machine.  I have 2 VOCs and both run in ROM 1 machines, but neither will
run in a ROM 3 machine.  I put the VOC in slot 3 and the only thing I can
get on the monitor is a blank white screen with blue border.  This machine
had a VOC running in it successfully during the last school year and sat
unplugged all summer.  Previously it had a 40 mg Vulcan drive in it, but
now it only has the GS power supply. (The Vulcan ran fine until it was
pulled out and sold).

I'd be most grateful to anyone that can help with this problem.
