You pay Apple a couple of hundred dollars a year to become an Apple
Partner and Apple sends you bunches of CDs :-) I don't think they're
available any other way, but I'm not positive about that. Most of the
stuff is for the Mac, but there's occasionally an Apple II folder on
it.
