SymLink - what is it?

Well, I downloaded SymLink off cco today and went to check it out - the damn
docs are in French! What the hell _is_ this program? There's a CDA and a CDev
for it - and there's an Init folder but I didn't check out what was in it.
Anybody have any docs in English for it?
