Problems obtaining System 6.0.1

I have a friend who tried to get System 6.0.1 from the local Apple
dealer, and they wouldn't give one to him.  The original disks he has
number less than the number 6.0.1 comes on, and although he was
providing new disks for the new os, they said they could only give it
out on disks with Apple labels on it, and would not copy it onto the
disks he provided.

Is this common, and if it is against policy, what number should I have
him call to complain about his distributor?
