     To answer your question, yes, it is typical behavior.  I had a
Datalink 1200 fry with similar results  (not being recognized by 'smart'
comm programs, and not responding with 'dumb' comm programs.)

     You can check by taking the card out and smelling it and looking at
it. In my case you could tell that one of the larger chips had burned.
(I believe that particular chip handles AT command parsing.)
Applied Engineering will fix it, but you'll pay for it.  If I recall,
the call to AE alone cost me $12, and I would have to pay for shipping
and labor, plus any damaged pieces.  They gave me an estimate of $75, and
that's in addition to the cost of making the call.  I decided to forget it
and buy a SupraModem 2400.  If your modem is still under warrenty, you
might want to get it fixed.  Otherwise, I stongly suggest you get a new one
for about the same cost it would take to get your old one fixed.
