  I agree.  I believe there was a short circuit already.  I think that
the fence would only work if a person or dinosaur touched it while
they were standing on the ground thereby causeing a short to ground.
So, that means that Tim getting zapped and thrown off the fence was
bogus.  And, to answer you're questions about the stick - No.
