Yeah, that's just another clone cheapo knock-off.  Seen them many times.
The dead give-a-way here is the D2716.  It's a PROM.  Try typint IN#x where
x is the slot you placed the card in.  As for the dip switches, got me.
Maybe the software will tell you when it comes up.
