The jumper is labelled "S1".  It is next to the SCC chip, about half
way down the motherboard, toward the right hand side (roughly in line
with slot 7).  Use a standard jumper to short out the two pins, and
the "Control Panel" item will no longer appear in the Classic Desk
Accessories menu.

It also prevents Control-Option-Reset from bringing up the four item
menu ("control panel", the two "restore defaults" options and the
"restart" option).  Instead, Control-Option-Reset behaves just like
Control-Apple-Reset.

You'll probably have to reboot before changing the jumper takes effect.
