wrong!!  you do not ground the hot wire any where
if you did you get a red light on the controler showing
a short and the fence wil not charg yes I said charg
think of the wire not as a wire but as a capacitor
the wire is one plate and ground the outher plate
and if good insulators are not used it will not work
if the fence is large it will take some time to charg
and will hurt a lot more if you hit it I have been hit with
a large fence and I flew a few feet and it poped like a bug zapper
when I hit it and it felt like someone hit me with a sledgehammer
in the arm 
10kv does not seem very high in fact a I think that a standard electric fence
is in this range I have seen them arc and they have to arc the distance
between the fur and the skin on a horse, cow ,etc
if the wire touches a wood post it will bring down the fence
if you ask anyone that has had to keep on up, that most
of the time is spent looking for shorts even a blade of grass will kill
the fence if it touches the wire 
this happens a lot when the wind blows grass in to the wire
you can find it if it only touches once in a while by hearing
the pop when it touches
the clicking or pulses you hear in the controler is a discharge into 
a flyback transformer
the controler has what is most like a blinker in a car. it charges a capacitor
and then discharges the capacitor into a stepup flyback transformer
like the one in a tv
