That's ridiculous!

The process of converting source code from one source language to another
isn't cross-compilation it is translation.

A BASIC compiler, running on an IBM, capable of handling Apple /// BASIC
source code could conceivably be classed as a cross-compiler.

Translating BASIC to C source isn't worth the effort.

My recommendation:
Use an IBM BASIC compiler and translate the incompatibilities between
Apple /// and IBM BASIC source code by hand, or write a BASIC "precompiler"
for the IBM to do the job for you. (Such a "precompiler" might be available
somewhere.)

(If you really want to insist on translating your Apple /// BASIC to an
 IBM compatible C then e-mail me - I'd be happy to work out a fee for
 the job. :^) )
