That's the normal behaviour of the //c's drive if there's not disk in it or if 
thers's an unformatted disk in there. It differs from a II+/IIe whose disk drives
would spin forever.
Just put a formatted disk with an operating system (preferably ProDOS) in the 
drive *before* turning the //c on.

BTW, you can go to the BASIC prompt (]) from the 'Check Disk Drive' message by
pressing CTRL-Reset. Pressing Open-Apple-CTRL-Reset will reboot the //c.
