Given the existance of GS/OS and the Resource Manager, such a utility
is a waste of time. If you must, the information, subject to change,
on how the ProDOS FST handles resource forks and Mac Finder info is in a
technote, I think one of the ProDOS ones. They're all on ftp.apple.com.
