Sure, it doesn't apply to all users, but it may apply to some.

Where did the idea of resources come from?

I don't think everything should be stuffed in resources, but I
think window templates and interface junk should be included in either
the data fork or resource fork.
If you want modularity, separate files is the way to go. DG
has a separate folder for external commands, so you can take an ext
and drop it into the folder. But, on the other hand, you won't find
things like the menu definitions, tool bar or other necessary items in
a separate file.
