METAL.SYSTEM help!

I have all of the archives for the METAL/FV BBS. I DLed METAL.SYSTEM
from VSI and ran it. Nothing happened. It just froze. Are there
anymore files that I need to run METAL/FV? I have everything that
was posted to cco (METAL.SYSTEM was posted there too, but when I
ran it, it hung also...) Is there a compiler system file too? 
METAL.SYSTEM seems rather small to contain the life blood of the
BBS. Help!
