You can make STARTUP a binary file, thus a program can be run without any
chance of stopping.  If you could set onerr error trapping there (I know it can
be done), then...

Also, if $D8 is set to $80, anything typed at the prompt, ie RUN, LIST will be
considered run, except that you can do CAT, PREFIX etc...
