Not true.  All computers have designated to them an area on the screen that
the computer displays text, as well as graphics on.  The border is relative
to this area and because it is not in part of the display area, alternate
methods such as looking for a scanline interrupt, horizantal/vertical counter
or even the gun itself are needed.....   The gs has explicit memory locations
that hold the current horizontal/vertical positions of the gun, which make
it easy to do interesting things to the border.......
