    We need an official RFD (Request For Discussion) first before
submitting the CFV.  ;-)  I am currently looking into submitting the
proposal for all csa2.* groups.  However, I need the news.groups or
news.announce.newgroups FAQ for the guidelines.  I haven't seen the
monthly posting go by yet, and so far I've been too lazy to hunt around
FTP sites for an archive.  Maybe today.  :)
