I don't know whether it is a HyperCard or HyperStudio stack. My guess
would be HyperCard.
To use a HyperCard stack, you must have HyperCard. You can buy the
full package from Resource Central, and there is at least one
third-party commercial stack (Shoebox, I think) that includes a copy of
HyperCard (licensed), but without manuals and all the extra stacks you
get if you buy the program.
HyperStudio has a 'run time' stack player, which is included with the
full application, and can also be distributed with
PD/Freeware/Shareware stacks (you must license it, but the license is
free of charge for non-commercial distribution). The stack player
cannot be distributed by itself - you can only distribute it with a
stack you have written.
You have to be careful that you have a recent enough version of the
stack player. Version 3.1 should handle all stacks.
