What is DAL?

Hi netters!

I am posting a request from a friend who wants to know what DAL
(Database Access Language) by Apple and ODBC (Open Database
Connection) by MS is. Is there a cooperation?

Any information about what these standards (technically) are of
great interest. 

Please forgive me if I am posting to the wrong group. If I am, could
