Well, Unfortunately I don't know of any of these for the Apple II (any kind),
but there are an awful lot for the Mac. Some require Kanjitalk, and some don't
and the price range is large so there should be something to fit anyone's 
budget. If you know of some place (Typically a comic book store) to get a copy
of Mangajin or The Nihongo Journal, they have lots of ads for Japanese learning
programs. Actually, a simple 'flash-card' type of program would be very easy
to write, but since I only have a //e, if I did it, it would be double hi-res
and not GS specific.
