Modem software

Here is the problem, I have an apple 2c and a 2400 baud modem but NO  
software.  I just need basic VT100 emulation, the problem is I can't  
download anything from anywhere because I don't have the software (Catch  
22).  Can I make arrangments to send someone (anyone!) a disk or can  
someone tell me of a public domain place so that I can order it cheap?
