The present Apple policy is that GS applications should put their config
files in the "@" directory, which is either the same directory as the
application, or the user's network "user folder." This way, apps don't
have to do anything special to maintain separate configuration files
for different users running the same copy of an app over a network (where
the users may or may not have make-changes access to their system folder).
For local users, this scheme also means there is some hope of write-
protecting your boot disk if you want to use some software that you
don't want messing with your boot disk.
I see no need to change the current guidelines.
