I had this problem also. Letme guess, your system is a 128k 2e running 
proterm? Anyways my problem turned out to be the "other" system which was
a unix site not recognizing the modem stop send signal from my system.
With proterm on a 128k 2e the file download buffer is about 25k I think
and when your system writes to disk more data keeps flowing and lo and 
behold a lot of errors. With files less than 25k it all goes to your
buffer and no problems.If you check under the apple under "about proterm"
in your menue bar you will see the size of your transfer buffer. If
you are using a different comm program check it's transfer buffer size.

P.S. My problem got solved when I went to a 14.4k modem because the 
system I was having a problem with used a different modem bank for the 
H.S., "greater than 9600 baud" modem access.
