Not needed per "ProDOS Inside and Out" by Dennis Doms. You can
open up to 8 files.

Per Dennis, "NO BUFFERS AVAILABLE means there is no memory space
available for file buffers. With ProDOS this message means your
program has outgrown your Apple's memory either in pure size
(filling memory) or in using too many file buffers (more than
eight at once."
Are you trying to open the file each time you access it? Once open
you only need to continue reading or writing.
I have no other ideas on the subject.
