I had a similar problem with the language card in my old Apple ][.
When winter arrived, I had to leave it on for a while before it would
start working.  As has been mentioned, thermal expansion/contraction
probably affects some physical connections.  One reason the TWGS might
solve the problem is that it's a notorious heat source.
