I have somewhere on my archival disks the .QWK specs.  I was planning to write
a quick and dirty offline reader, but never got around to it.  From what I
understand the packets don't have to compressed. Just in the .ZIP envelope. I
also have the .ZIP specs too as a related source.  Encoding the packets in the
.ZIP envelope didn't seem to be that hard, just no time to work on it.  I will
try to post them to cco.caltech.edu (unless Todd says otherwise! ;).  Mail me
if you're interested enough...

I will try to find time to get them unpacked and uploaded.
