Looking for a PSE Editor by Ron Mercer

I'm looking for a program called PSE Editor (or PSED) that was written
by Ron Mercer (I think) a couple of years ago.  Version 4.2c or later.

I'm starting up some PSE (Proterm Special Emulation) contests on my BBS
and would like to put some good PD/Shareware editors on-line so that the
users can have a choice to what to use, etc.  

If anyone has this program, or knows where to find it, can you please
pipe a copy through to me?  (I don't have FTP access).  Any help would
be appreciated.  Thanks.
